Section 1.
♦ Each state must accord full faith and credit to the “Acts, Records, and judicial Proceedings” of every other state.
♦ Congress can make laws about how the “Acts, Records, and judicial Proceedings” of the states must be proven and “the Effect thereof.”
Section 2.
♦ Citizens of each state are entitled to all Privileges and Immunities of the citizens of the other states
♦ States must return a person accused of a crime to the state making the accusation.
♦ [The next provision essentially requires states to return runaway slaves. It was deleted by the 13th amendment.]
Section 3. Creation of New States@
♦ Congress can admit new states to the union (U.S.)
♦ No new state can be created “within the Jurisdiction of any other state.”
♦ Two states can agree to form a new state from all or parts of the existing states only with the consent of the legislatures of both states and of Congress.
Section 4. U.S. Promises of Protection to the States
♦ The U.S. guarantees all states a “Republican Form of Government.”
♦ The U.S. will protect each state against [foreign] invasion.
♦ When asked by the state, against domestic violence.
